In Choosing to Lead, Carter and Scott examine the characteristics, activities, and impact of foreign policy entrepreneurs since the end of the Second World War. In so doing, they show not only that individual members of Congress have long influenced the U.S. foreign policy-making process, but also that the number of foreign policy entrepreneurs has grown over time.

Carter and Scott combine extensive quantitative analysis, interviews with members of Congress and their staff, and case studies of key foreign policy entrepreneurs, including Frank Church, William Fulbright, Jesse Helms, Edward Kennedy, Pat McCarran, and Curt Weldon. Drawing on their empirical data, the authors identify the key variables in foreign policy entrepreneurship, including membership in the Senate or House, seniority and committee assignments, majority or minority party status, choice of foreign policy issues, and the means used to influence policy. By illuminating the roles and impact of individual members of Congress, Carter and Scott contribute to a more nuanced understanding of the broader U.S. foreign policy-making process.

Yet attention to how these and other African Americans enriched the music played by whites has obscured the achievements of black country-music performers and the enjoyment of black listeners.

The contributors to Hidden in the Mix examine how country music became "white," how that fictive racialization has been maintained, and how African American artists and fans have used country music to elaborate their own identities. They investigate topics as diverse as the role of race in shaping old-time record catalogues, the transracial West of the hick-hopper Cowboy Troy, and the place of U.S. country music in postcolonial debates about race and resistance. In The Argentine Silent Majority, Sebastián Carassai focuses on middle-class culture and politics in Argentina from the end of the 1960s. By considering the memories and ideologies of middle-class Argentines who did not get involved in political struggles, he expands thinking about the era to the larger society that activists and direct victims of state terror were part of and claimed to represent. Carassai conducted interviews with 200 people, mostly middle-class non-activists, but also journalists, politicians, scholars, and artists who were politically active during the 1970s. To account for local differences, he interviewed people from three sites: Buenos Aires; Tucumán, a provincial capital rocked by political turbulence; and Correa, a small town which did not experience great upheaval. He showed the middle-class non-activists a documentary featuring images and audio of popular culture and events from the 1970s. In the end Carassai concludes that, during the years of la violencia, members of the middle-class silent majority at times found themselves in agreement with radical sectors as they too opposed military authoritarianism but they never embraced a revolutionary program such as that put forward by the guerrilla groups or the most militant sectors of the labor movement.

Many of the earliest Africans to arrive in the Americas came to Central America with Spanish colonists in the sixteenth and seventeenth centuries, and people of African descent constituted the majority of nonindigenous populations in the region long thereafter. Yet in the development of national identities and historical consciousness, Central American nations have often countenanced widespread practices of social, political, and regional exclusion of blacks. The postcolonial development of mestizo or mixed-race ideologies of national identity have systematically downplayed African ancestry and social and political involvement in favor of Spanish and Indian heritage and contributions. In addition, a powerful sense of place and belonging has led many peoples of African descent in Central America to identify themselves as something other than African American, reinforcing the tendency of local and foreign scholars to see Central America as peripheral to the African diaspora in the Americas. The essays in this collection begin to recover the forgotten and downplayed histories of blacks in Central America, demonstrating the centrality of African Americans to the region’s history from the earliest colonial times to the present. They reveal how modern nationalist attempts to define mixed-race majorities as “Indo-Hispanic,” or as anything but African American, clash with the historical record of the first region of the Americas in which African Americans not only gained the right to vote but repeatedly held high office, including the presidency, following independence from Spain in 1821.

In Fevered Measures, John Mckiernan-González examines public health campaigns along the Texas-Mexico border between 1848 and 1942 and reveals the changing medical and political frameworks U.S. health authorities used when facing the threat of epidemic disease. The medical borders created by these officials changed with each contagion and sometimes varied from the existing national borders. Federal officers sought to distinguish Mexican citizens from U.S. citizens, a process troubled by the deeply interconnected nature of border communities. Mckiernan-González uncovers forgotten or ignored cases in which Mexicans, Mexican Americans, African Americans, and other groups were subject to—and sometimes agents of—quarantines, inspections, detentions, and forced-treatment regimens. These cases illustrate the ways that medical encounters shaped border identities before and after the Mexican Revolution. Mckiernan-González also maintains that the threat of disease provided a venue to destabilize identity at the border, enacted processes of racialization, and re-legitimized the power of U.S. policymakers. He demonstrates how this complex history continues to shape and frame contemporary perceptions of the Latino body today.

In both territories, U.S. colonial officials built extensive public school systems, and they set up American-style elections and governmental institutions. The officials aimed their lessons in democratic government at the political elite: the relatively small class of the wealthy, educated, and politically powerful within each colony. While they retained ultimate control for themselves, the Americans let the elite vote, hold local office, and formulate legislation in national assemblies.

American Empire and the Politics of Meaning is an examination of how these efforts to provide the elite of Puerto Rico and the Philippines a practical education in self-government played out on the ground in the early years of American colonial rule, from 1898 until 1912. It is the first systematic comparative analysis of these early exercises in American imperial power. The sociologist Julian Go unravels how American authorities used “culture” as both a tool and a target of rule, and how the Puerto Rican and Philippine elite received, creatively engaged, and sometimes silently subverted the Americans’ ostensibly benign intentions. Rather than finding that the attempt to transplant American-style democracy led to incommensurable “culture clashes,” Go assesses complex processes of cultural accommodation and transformation. By combining rich historical detail with broader theories of meaning, culture, and colonialism, he provides an innovative study of the hidden intersections of political power and cultural meaning-making in America’s earliest overseas empire.

Unspeakable Violence addresses the epistemic and physical violence inflicted on racialized and gendered subjects in the U.S.–Mexico borderlands from the mid-nineteenth century through the early twentieth. Arguing that this violence was fundamental to U.S., Mexican, and Chicana/o nationalisms, Nicole M. Guidotti-Hernández examines the lynching of a Mexican woman in California in 1851, the Camp Grant Indian Massacre of 1871, the racism evident in the work of the anthropologist Jovita González, and the attempted genocide, between 1876 and 1907, of the Yaqui Indians in the Arizona–Sonora borderlands. Guidotti-Hernández shows that these events have been told and retold in ways that have produced particular versions of nationhood and effaced other issues. Scrutinizing stories of victimization and resistance, and celebratory narratives of mestizaje and hybridity in Chicana/o, Latina/o, and borderlands studies, she contends that by not acknowledging the racialized violence perpetrated by Mexicans, Chicanas/os, and indigenous peoples, as well as Anglos, narratives of mestizaje and resistance inadvertently privilege certain brown bodies over others. Unspeakable Violence calls for a new, transnational feminist approach to violence, gender, sexuality, race, and citizenship in the borderlands.

Seeking to understand the events of the past decade in a broad frame, the contributors draw on cultural and postcolonial approaches to provide new insights into this ongoing conflict. They focus on matters such as the implications of Afghanistan’s lucrative opium trade, the links between the contemporary Taliban movement and major events in the Islamic world and Central Asia since the early twentieth century, and interactions between transnational feminist organizations and the Afghan women’s movement. Several contributors address questions of representation. One looks at portrayals of Afghan women by the U.S. government and Western media and feminists. Another explores the surprisingly prominent role of Iranian filmmaking in the production of a global cinematic discourse about Afghanistan. A Pakistani journalist describes how coverage of Afghanistan by reporters working from Pakistan’s Khyber-Pakhtoonkhwa (formerly the North West Frontier Province) has changed over the past decade. This rich panoply of perspectives on Afghanistan concludes with a reflection on how academics might produce meaningful alternative viewpoints on the exercise of American power abroad.

In Thiefing Sugar, Omise’eke Natasha Tinsley explores the poetry and prose of Caribbean women writers, revealing in their imagery a rich tradition of erotic relations between women. She takes the book’s title from Dionne Brand’s novel In Another Place, Not Here, where eroticism between women is likened to the sweet and subversive act of cane cutters stealing sugar. The natural world is repeatedly reclaimed and reinterpreted to express love between women in the poetry and prose that Tinsley analyzes. She not only recuperates stories of Caribbean women loving women, stories that have been ignored or passed over by postcolonial and queer scholarship until now, she also shows how those erotic relations and their literary evocations form a poetics and politics of decolonization. Tinsley’s interpretations of twentieth-century literature by Dutch-, English-, and French-speaking women from the Caribbean take into account colonialism, migration, labor history, violence, and revolutionary politics. Throughout Thiefing Sugar, Tinsley connects her readings to contemporary matters such as neoimperialism and international LGBT and human-rights discourses. She explains too how the texts that she examines intervene in black feminist, queer, and postcolonial studies, particularly when she highlights the cultural limitations of the metaphors that dominate queer theory in North America and Europe, including those of the closet and “coming out.”
