In this pathbreaking study, Fiona I. B. Ngô examines how geographies of U.S. empire were perceived and enacted during the 1920s and 1930s. Focusing on New York during the height of the Harlem Renaissance, Ngô traces the city's multiple circuits of jazz music and culture. In considering this cosmopolitan milieu, where immigrants from the Philippines, Cuba, Puerto Rico, Mexico, Japan, and China crossed paths with blacks and white "slummers" in dancehalls and speakeasies, she investigates imperialism's profound impact on racial, gendered, and sexual formations. As nightclubs overflowed with the sights and sounds of distant continents, tropical islands, and exotic bodies, tropes of empire provided both artistic possibilities and policing rationales. These renderings naturalized empire and justified expansion, while establishing transnational modes of social control within and outside the imperial city. Ultimately, Ngô argues that domestic structures of race and sex during the 1920s and 1930s cannot be understood apart from the imperial ambitions of the United States.

Emerging in the 1940s, the first cybernetics—the study of communication and control systems—was mainstreamed under the names artificial intelligence and computer science and taken up by the social sciences, the humanities, and the creative arts. In Emergence and Embodiment, Bruce Clarke and Mark B. N. Hansen focus on cybernetic developments that stem from the second-order turn in the 1970s, when the cyberneticist Heinz von Foerster catalyzed new thinking about the cognitive implications of self-referential systems. The crucial shift he inspired was from first-order cybernetics’ attention to homeostasis as a mode of autonomous self-regulation in mechanical and informatic systems, to second-order concepts of self-organization and autopoiesis in embodied and metabiotic systems. The collection opens with an interview with von Foerster and then traces the lines of neocybernetic thought that have followed from his work.

In response to the apparent dissolution of boundaries at work in the contemporary technosciences of emergence, neocybernetics observes that cognitive systems are operationally bounded, semi-autonomous entities coupled with their environments and other systems. Second-order systems theory stresses the recursive complexities of observation, mediation, and communication. Focused on the neocybernetic contributions of von Foerster, Francisco Varela, and Niklas Luhmann, this collection advances theoretical debates about the cultural, philosophical, and literary uses of their ideas. In addition to the interview with von Foerster, Emergence and Embodiment includes essays by Varela and Luhmann. It engages with Humberto Maturana’s and Varela’s creation of the concept of autopoiesis, Varela’s later work on neurophenomenology, and Luhmann’s adaptations of autopoiesis to social systems theory. Taken together, these essays illuminate the shared commitments uniting the broader discourse of neocybernetics.

As ascendant nations in a region of postcolonial emergence, with an “uncanny surplus” in population and pandemics, Asian countries treat their populations as sources of opportunity and risk. Biotech enterprises are allied to efforts to overcome past humiliations and restore national identity and political ambition, and they are legitimized as solutions to national anxieties about food supplies, diseases, epidemics, and unknown biological crises in the future. Biotechnological responses to perceived risks stir deep feelings about shared fate, and they crystallize new ethical configurations, often re-inscribing traditional beliefs about ethnicity, nation, and race. As many of the essays in this collection illustrate, state involvement in biotech initiatives is driving the emergence of “biosovereignty,” an increasing pressure for state control over biological resources, commercial health products, corporate behavior, and genetic based-identities. Working Out Egypt is both a rich cultural history of the formation of an Egyptian national subject in the late nineteenth century and early twentieth and a compelling critique of modern Middle Eastern historiography. Wilson Chacko Jacob describes how Egyptian men of a class akin to the cultural bourgeoisie (the effendiyya) struggled to escape from the long shadow cast by colonial depictions of the East as degenerate, feminine, and temporally behind an active and virile Europe. He argues that during British colonial rule (1882–1936), attempts to create a distinctively modern and Egyptian self free from the colonial gaze led to the formation of an ambivalent, performative subjectivity that he calls “effendi masculinity.” Jacob traces effendi masculinity as it took hold during the interwar years, in realms from scouting and competitive sports to sex talk and fashion, considering its gendered performativity in relation to a late-nineteenth-century British discourse on masculinity and empire and an explicitly nationalist discourse on Egyptian masculinity. He contends that as an assemblage of colonial modernity, effendi masculinity was simultaneously local and global, national and international, and particular and universal. Until recently, modern Egyptian history has not allowed for such paradoxes; instead, Egyptian modernity has been narrated in the temporal and spatial terms of a separate Western modernity.

"Americanity as a Concept," an essay by the Peruvian sociologist Aníbal Quijano and Immanuel Wallerstein, the architect of world-systems analysis, serves as a theoretical touchstone for Trans-Americanity. In conversation not only with Quijano and Wallerstein, but also with the theorists Gloria Anzaldúa, John Beverley, Ranajit Guha, Walter D. Mignolo, and Gayatri Chakravorty Spivak, Saldívar explores questions of the subaltern and the coloniality of power, emphasizing their location within postcolonial studies. Analyzing the work of José Martí, Sandra Cisneros, Toni Morrison, Arundhati Roy, and many other writers, he addresses concerns such as the "unspeakable" in subalternized African American, U.S. Latino and Latina, Cuban, and South Asian literature; the rhetorical form of postcolonial narratives; and constructions of subalternized identities. In Trans-Americanity, Saldívar demonstrates and makes the case for Americanist critique based on a globalized study of the Américas.

Middle-class Venezuelans embraced the oil industry from the start, anticipating that it would transform the country by introducing modern technology, sparking economic development, and breaking the landed elites’ stranglehold. Eventually Venezuelan employees of the industry found that their benefits, including relatively high salaries, fueled loyalty to the oil companies. That loyalty sometimes trumped allegiance to the nation-state.

North American and British petroleum companies, seeking to maintain their stakes in Venezuela, promoted the idea that their interests were synonymous with national development. They set up oil camps—residential communities to house their workers—that brought Venezuelan employees together with workers from the United States and Britain, and eventually with Chinese, West Indian, and Mexican migrants as well. Through the camps, the companies offered not just housing but also schooling, leisure activities, and acculturation into a structured, corporate way of life. Tinker Salas contends that these practices shaped the heart and soul of generations of Venezuelans whom the industry provided with access to a middle-class lifestyle. His interest in how oil suffused the consciousness of Venezuela is personal: Tinker Salas was born and raised in one of its oil camps.

A rich ethnography of ecopolitics in Hong Kong in the late 1990s, as the region shifted to Chinese sovereignty, Ecologies of Comparison describes how ecological concepts of uniqueness and scale resonated among environmentalists, including those seeking to preserve a species of white dolphin, to protect an aging fishing village from redevelopment, and to legitimize air quality as an object of political and medical concern. During his research, Tim Choy became increasingly interested in the power of the notion of specificity. While documenting the expert and lay production of Hong Kong’s biological, cultural, and political specificities, he began comparing the logics and narrative forms that made different types of specificity—such as species, culture, locality, and state autonomy—possible and meaningful. He came to understand these logics and forms as “ecologies of comparison,” conceptual practices through which an event or form of life comes to matter in environmentalist and other political terms. Choy’s ethnography is about environmentalism, Hong Kong, and the ways that we think about environmentalism in Hong Kong and other places. It is also about how politics, freedom, culture, expertise, and other concepts figure in comparison-based knowledge practices.

About the Author

Clifton Crais is Professor of History and Director of African Studies at Emory University. He is the author of Poverty, War and Violence in South Africa; Sara Baartman and the Hottentot Venus: A Ghost Story and a Biography (with Pamela Scully); and The Politics of Evil: Magic, Power and the Political Imagination in South Africa.

Thomas V. McClendon is Professor of History at Southwestern University in Georgetown, Texas. He is the author of White Chief, Black Lords: Shepstone and the Colonial State in Natal, South Africa, 1845–1878 and Genders and Generations Apart: Labor Tenants and Customary Law in Segregation-Era South Africa, 1920s to 1940s.
